The rules on private tutoring in Oman

Oman has been strict about informal tutoring. In September 2018 the Oman Observer reported that the Ministry of Education and the Ministry of Manpower had described offering academic classes privately, mostly at home, without authorisation as illegal and punishable under the labour law. Officials said any commercial activity in education without validation from the competent authorities was prohibited, while making clear that students studying together at a house, or an elderly relative helping children with homework, was not the target. The same report described some teachers charging a minimum of OMR 50 per student for batch classes.

For families, the practical step is to ask any independent tutor or centre whether they are authorised to teach privately, and to prefer providers that can explain how their tutors are selected.

What drives the price in Oman

As elsewhere in the Gulf, the course is the main factor. Families at British, American and IB schools in Muscat usually want tutors who teach the exact board and level, such as Cambridge IGCSE or A Level, and those tutors sit at the upper end of the range. Students following the Ministry of Education's General Education Diploma need tutors who know that programme and can explain in Arabic. Format comes next: group classes look cheap per student but give each child less attention, and home lessons add travel time.

Timing also matters. Demand rises before mock exams and in the spring before the May and June exam series, so a tutor booked at the start of the year is easier to keep at a steady price than one found in April.

Questions to ask before you pay

  1. Does the tutor teach your child's exact board and course?
  2. Is the tutor or centre authorised to teach privately?
  3. Is the rate the same month to month, or only in a prepaid package?
  4. What notice is needed to cancel or move a lesson?
  5. Will you hear what was covered after each lesson?
